Workshop on Result Framework Document (RFD) for Senior Officers of Punjab at MGSIPA, Chandigarh

A two-day workshop on Result Framework Document (RFD) was organized by Punjab Government on 22-23 June, 2010 in Chandigarh. Hon’ble Finance Minister Punjab Sh Manpreet Singh Badal presided over the workshop. 
 
Dr. Prajapati Trivedi, Secreatary (Performance Management) Cabinet Secretariat, Government of India gave the overview of the Result Framework Document in Government. Sh. J.N.L. Srivastva, Ex-Secretary of Agriculture, Government of India shared his experience on Analysis of Result Framework Document (RFDs). An RFD provides summary of most important results that a department expects to achieve during the financial year. It is essentially a record of understanding between Minister representing the people’s mandate and the Secretary of the department responsible for implementing this mandate. The Result Framework Management System (RFMS) records the details of Vision, Mission, Functions, Objectives, Actions, Success Indicators and Targets and generates an RFD with composite score for a department which is ranked amongst other departments.
 
Mr. Navneet Kukreja, Sr. Technical Director & SIO Punjab had given the brief online overview of the application developed by NIC eGovernance Division for preparing RFD documents. Mr Ajay Malhotra PSA and Mr Anil Dogra PSA provided all technical support and guidance to MGSIPA for organizing the workshop as well as to the senior officers of Punjab Government in the practical sessions.
 
Five groups each having 10-12 senior officers were formed and had been allotted five different departments. Each group prepared the RFD online using the web based application for the allotted department and presented their respective RFDs in the presence of worthy Chief Secretary Punjab.  RFDs prepared by each group were reviewed by the special committee Chaired by Mr J.N.L. Srivastva, Ex-Secreary Agriculture Government of India and all group members of the group prepared the best RFD were awarded trophies.
 
Director General (MGSIPA) Sh. B.K. Srivastva and Dr. Prajapati Trivedi Secretary (Performance Management) Government of India appreciated the effort and support provided by NIC team during the workshop.
