On 09 February 2026, the Honorable Shri Tank Ram Verma, Minister for Revenue, Disaster Management, Rehabilitation, and Higher Education, Government of Chhattisgarh, formally inaugurated two major citizen-centric digital initiatives—the Bhuiyan WhatsApp Chatbot Service and the statewide Auto-Diversion (Reclassification) Facility—marking a significant milestone in the State’s digital governance journey.
Bhuiyan WhatsApp Chatbot Service
The Bhuiyan WhatsApp Chatbot Service has been introduced to enable citizens of Chhattisgarh to conveniently access information related to various revenue services directly through their mobile phones. This innovative digital initiative aims to strengthen e-Governance, transparency, and ease of service delivery, while enhancing citizen convenience.
Through this service, citizens can avail themselves of multiple revenue-related services from the comfort of their homes by simply sending a message on WhatsApp. The chatbot provides instant responses and service-related information.
Major services available include:
1. Land-related information
2. Information pertaining to Revenue Courts
3. Facility for linking mobile numbers
4. Online application for Aadhaar number linking
5. Application for Kisan Credit Book
6. Application for mutation
7. Other citizen-friendly revenue services
To access the service, citizens may save the mobile number 7289056060 on their phones and send a message via WhatsApp. The chatbot will promptly provide the required information and services.
Launch of Auto-Diversion (Reclassification) Facility
On the same occasion, the Hon’ble Minister also inaugurated the Auto-Diversion (Reclassification) Facility, a major digital reform aimed at making the land-use change process fully online, transparent, and time-bound across the State.
Under this facility, citizens can apply online for land-use change without any paperwork or visits to government offices. The entire process—from land selection to calculation of premium and applicable fees—is automated, simple, and user-friendly. The facility of e-Challan has been provided to ensure fast and secure online payments.
Applicants are required to upload six mandatory documents along with the application, ensuring transparency and accountability in the process.
Transparency, Timeliness, and Citizen Safeguards
Upon submission, applications are automatically forwarded to the concerned competent authority for examination. The competent authority is mandated to take a decision within 15 days, ensuring timely disposal. In case no decision is taken within the stipulated period, a Deemed Diversion Certificate will be issued automatically, thereby relieving citizens from unnecessary delays.
If the amount calculated by the citizen is found to be less than the actual payable amount, the competent authority will issue a notice, and the citizen will be required to deposit the remaining amount within 60 days, failing which applicable financial penalties shall be imposed.

These initiatives represent a revolutionary step towards e-Governance and transparency in Chhattisgarh. They are expected to significantly save citizens’ time and resources while making the revenue administration more responsive, efficient, and technologically empowered.
