Two days Capacity building training programme For effective implementation of the NCL & ICJS for the Officials of Judiciary, Police and Public Prosecutors

A Two-Day Capacity Building Programme was held on 7–8 February 2026 to strengthen institutional preparedness for the effective implementation of the New Criminal Laws (NCL)—the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA).
 


The programme emphasized aligning legal reforms with technology-enabled systems, ensuring that stakeholders are equipped to operationalize the new laws through integrated digital platforms under the Inter-Operable Criminal Justice System (ICJS).
 


At the request of State Authorities - including the Director, Odisha Judicial Academy; Director, SCRB; and Dr. A. K. Hota, DDG & SIO (NIC) - Shri Shashikant Sharma, DDG & HoG, MHA, nominated Shri Deepak Kumar and Shri Rajat Gupta as resource persons to attend physically to cover four key ICJS initiatives: eSakshya, eSummon, Nyay Shruti. And Shri Rahul Jain to attend virtually for MedLEaPR. On 8 February 2026, the NIC team conducted both pre-lunch and post-lunch sessions, focusing on technology-led justice delivery mechanisms with the support & coordination of State Coordinator (ICJS), Shri Siba Prasad Dash, Sr. Director (IT), NIC, Odisha and eCourt Coordinator, Ms Itishree Nanda, Director (IT), NIC, High Court.

    1. Pre-lunch session: Shri Deepak Kumar and Shri Rajat Gupta delivered a comprehensive presentation on eSakshya (digital collection, preservation, and management of electronic evidence) and eSummon (electronic issuance and tracking of summons), demonstrating how these tools reduce delays and procedural inefficiencies.
    
Post-lunch session: In continuation to the pre-lunch session, the focus shifted to Nyay Shruti (video conferencing for court trials), showcasing its role in enabling virtual hearings, improving judicial efficiency, and ensuring continuity of trials. Similarly a detailed presentation was made on eProsecution highlighting the digital workflow inbuilt into the eProsecution System. This was followed by a detailed presentation on MedLEaPR, conducted virtually by Shri Rahul Jain, Sr. Director (IT), NIC Haryana, Chandigarh, highlighting the digitisation of medico-legal processes and enhanced coordination between medical institutions and law enforcement agencies.
The sessions concluded with an interactive Q&A, where participants’ queries were addressed, followed by a vote of thanks delivered by Shri Akankshit Mishra. To ensure sustainable implementation, the contact details of the ICJS State Nodal Agency (SCRB), State Coordinator (ICJS), and the ICJS Support Team were shared with participants for ongoing technical and operational assistance. This provision ensures continuous handholding, issue resolution, and effective adoption of ICJS-enabled systems across the State.

The programme is expected to play a pivotal role in enhancing institutional readiness for the rollout of the new criminal laws by Bridging the gap between legal reforms and operational execution, Strengthening the digital capabilities of stakeholders, Promoting speedy, transparent, and citizen-centric justice delivery. This initiative reflects the State’s commitment to modernising the criminal justice system through technology, capacity building, and coordinated governance.
