State-level ICJS Workshop at SCRB Bhubaneswar

A State-level Workshop on the Interoperable Criminal Justice System (ICJS) was organised on 18th December 2025 at the State Crime Records Bureau (SCRB), Bhubaneswar, for the District Informatics Officers (DIOs) of NIC, Odisha. Officers from SCRB and NIC participated actively. The objective of the workshop was to sensitise DIOs on various components and modules of ICJS and to strengthen their role in effective implementation at the district level.
 

ICJS is a flagship initiative of the Ministry of Home Affairs, Government of India, implemented by NIC, aimed at integrating core IT systems such as CCTNS, e-Courts, e-Prisons, e-Forensics and e-Prosecution, thereby enabling seamless data exchange and improved coordination across the criminal justice delivery system.

The workshop was inaugurated by Shri Awinash Kumar, IPS, Inspector General of Police & Director, SCRB, who emphasised the importance of ICT-driven digital transformation in ensuring efficient, transparent and timely justice delivery. He highlighted the critical role of DIOs in providing technical support at the grassroots level.

Dr. Ashok Kumar Hota, DDG & State Informatics Officer, NIC Odisha, welcomed the participants and highlighted NIC’s initiatives in integrating Artificial Intelligence into legal and judicial applications. He described DIOs as the backbone of digital governance at districts and stated that their knowledge on ICJS would accelerate adoption and strengthen state wide implementation. He assured continued technical support from NIC.

The NIC ICJS Team from Ministry of Home Affairs Informatics Division, comprising Shri Deepak Kumar, Sr. Director (IT) & HoD, and Shri Ranjan Kumar, Jt. Director (IT) – joined the conference as resource persons. Shri Deepak Kumar provided an overview of ICJS and the central initiatives undertaken for the implementation of the new criminal laws. He briefed participants on key central applications such as eSakshya, eSummons, NyayShruti and the NCL Dashboard, highlighting the use of modern technologies to ensure end-to-end digital data integrity. Shri Ranjan Kumar elaborated on application workflows and explained the crucial role of DIOs in implementing initiatives under the new criminal laws, including e-Forensics, e-Prosecution and e-Prison. Key highlights included technical sessions on ICJS architecture, live demonstrations, interactive discussions, and deliberations on implementation challenges and best practices.

Ms. Parul Gupta, IPS, DIG (Computer), SCRB, delivered the vote of thanks, appreciating the collaborative efforts in organising the workshop and expressing confidence in the active involvement of DIOs for the effective rollout of ICJS. Senior officers from NIC Odisha and SCRB attended the event.

The workshop concluded with enhanced preparedness among DIOs and a collective commitment to support law enforcement and judicial agencies for effective ICJS implementation in the state. A subsequent field visit of the team to three police stations confirmed satisfactory performance of eSummons and eSakshya applications.
