State Level Civil Registration System 'Pehchan' Workshop Organized in Rajasthan

State Level Workshop on Civil Registration System, Pehchan has been organised by Chief Registrar (Birth-Death) and Directorate of Economics and Statistics, Rajasthan on 15th and 16th January’ 2026 at Jaipur, to review the progress in Registrations and to aware Registrars about the new initiatives in the portal. More than 550 participants including District Registrars, Block Officers, Registrars, Sub Registrars and representatives from Private Hospitals from all 41 Districts participated in the workshop in two days. In the inaugural speech, Shri Vinesh Singhvi, Chief Registrar (Birth-Death), Rajasthan addressed that, we are the leading state in IT enabled Civil Registrations and delivery of various online citizens services. He emphasized on timely Registrations and Digital Signing of certificate so that certificate may be issued within time. He also instructed Registrars to clear all the pendency at the earliest.  Shri Amit Agarwal, Sr. Director (IT), NIC addressed that Pehchan system is successful with the hard work in implementation by District and Block officials. He said that registration work is streamlined and we should now move on to data accuracy, security and data analysis with the registration data. He informed that data is being reflected in multiple integrated systems including RGI-CRS, UIDAI, Jan Aadhaar, RGDPS Central Pendency Dashboard and various beneficiary schemes of the government.

Sr. Director(IT) has given detailed presentation on Pehchan portal and discussed about technical issues and new requirements with the participants. He also briefed about the new initiatives, facilities and recent changes done in the portal. Smt. Babita, Assistant Director (IT), NIC Rajasthan demonstrated the Pehchan WhatsApp bot for citizens and its facilities to the participants.  She also addressed the queries of the participants and feedback for the enhancement of the bot.

Chief Registrar addressed the issue of duplicate registrations. He said Birth certificate is the first document of child and its date cannot be altered on the basis of any other document. He directed to maintain proper record of marriage registration and process the registration after physical presence of bride and groom before registrar. All registrars should be extra cautious in registering the events. Delay registration should be done with proper documents and authenticated affidavit. Pre-search on portal by various parameters is mandatory before doing delay registration.

Sr. Director (IT) desired that citizen should be made aware about all the services available in the pehchan to get hassle free registration. All District Registrar and Block office should trained Registrars and Sub Registrars about the new facilities, security features and validations developed in the portal. He also discussed about the new facilities being developed for registrars and citizens.

Developed by NIC Rajasthan, Pehchan is the unified system for Birth, Death, Still Birth and Marriage Registrations in the state and implemented successfully for more than 12 years. It is being used by all 15,000+ Registrars and Sub Registrars and about 2400+ private hospitals with the objective of transparent and timely registration of Birth, Death, Still Birth and Marriage events. It also aims to deliver various registration services timely to the citizens. Various departments/schemes are integrated to authenticate registrations and fetching the digitally signed certificates. Registration data is being shared with Ministry of Panchayati Raj GoI, Registrar General GoI and Jan Aadhaar, GoR on daily basis.
