Smart Card based Driving License becomes a reality in Sahajahnpur, Uttar Pradesh

Smart Card based Driving License (SCDL) was inaugurated at ARTO Shahajahanpur Uttar Pradesh by Shri Mithilesh Kumar, Member of Parliament and Shri Raj Mani Yadav, District Magistrate Shahjahanpur. The district is in the seventh and last phase of SCDL Implementation in Uttar Pradesh as decided by the UP Transport Department.

The first SCDL of the district was issued to Shri Mithilesh Kumar. Senior functionaries of the transport department Shri Shikhar Ojha, ARTO Enforcement and Shri R.P Gangwar, Regional Inspector were also present during the inauguration. ARTO (Administration) Shri Daroga Singh briefed the importance and utility of biometric SCDL to dignitaries present in the inaugural function.  He emphasized that the new system would restrict the issuance of fake and duplicate driving licenses as the applicants will have to be physically present before the authorities to submit their thumb impression, photos and digital signatures.  The database created for the license, will also be used for the creation of State Register and National Register.

The new DL comes in tamper proof plastic card with 64 Kb microchip processor embedded in it. The chip contains information like Name and date of birth of the. The SARATHI software developed by NIC is used for providing all the activities related with the License. To secure the information on chip the Key Management System, developed by NIC is also being used. A fee of Rs.300 will be charged for issuing new SCDL and Rs.200 will be charged for converting old DL into the new SCDL.

GoUP is availing the services of NICSI through its empanelled vendors. The vendors provide the Data Entry Operators for the data entry and printing of Smart Card Driving License.
