Sensitization workshop on online APAR module (eHRMS software)

Chandigarh Administration UT has decided to adopt online procedure for writing/filling Annual Performance Appraisal Report (APAR) of Group A, B and C officers/officials working with administration from next year ie 2017-18 onwards. In this regard a sensitization workshop cum training on online APAR was organised for the Head of Departments (HOD) of all the departments of Chandigarh Administration. Head of the department alongwith a Nodal officer, dealing in the matter related to APARs, attended the training session on 20th June,2017 in UT Guest House, Chandigarh. Chandigarh Administration has already implemented the APAR software module on Pilot basis in three departments this year ie 2016-17. In addition to approximately 100 employees of Home department in UT Secretariat, 120 employees of Treasury Office and Higher Education department were covered in the year 2016-17. The software has been developed by NIC Himachal Pradesh Unit and is part of the eHRMS solution – Manav Sampada, which has been implemented at various locations across the country. The complete APAR module has been customized as per the requirements of Chandigarh Administration and is hosted on national cloud. The solution was provided to Chandigarh Administration in a very short time of receiving the request thus enabling them to initiate its implementation this year itself. The workshop was chaired by Sh. Jitender Yadav, IAS Secretary IT, Chandigarh Administration and there were representatives from around 50 departments of Chandigarh Administration. Addressing the HoDs, Mr Yadav emphasized the need of maintaining a standardized format of APAR so that the data can be easily shared and usefully integrated with other applications. He clearly mentioned that from the year 2017-18 standard format of APAR will be used by all the departments of UT Chandigarh. He further directed to organize a training session for the Nodal Officers of all departments and the master data for APAR should be prepared and updated in the APAR by Dec-2017. Elaborating on the plans of the Chandigarh Administration, he informed that the Administration is planning to start Annual Property Return and Service Book modules of eHRMS in UT Chandigarh in a phased manner. The workshop was organized by Department of IT, UT Chandigarh and from NIC Ms Pratibha Singh, Technical Director and Mr Vijay Bahadur Gupt, Systems Analyst conducted the workshop. The session began with a brief presentation on the application which was followed by an online demonstration of the application, given by Mr Vijay B Gupt, Scientist B. The complete flow of the application was explained in the presentation and the modules demonstrated to the participants covered employee creation, APAR forms creation, reporting & reviewing officers and filling of the online APAR. The APAR application would further be integrated with eSigning facility, which is being tested which is nearly done.
