The Department of Fertilizers recently hosted a high-level delegation from the Republic of Indonesia, offering a deep dive into India’s pioneering use of digital tools in the fertilizer subsidy supply chain.
The visit was part of a bilateral exchange of best practices in fertilizer subsidy governance and digital transformation. The Indonesian delegation comprised officials from the Ministry of National Development Planning and other key government agencies.
The interaction was led by the NIC Fertilizer Informatics Division, with a comprehensive presentation and live demonstrations of the Integrated Fertilizer Management System (IFMS)—the core platform behind India’s Direct Benefit Transfer (DBT) in fertilizers.
Shri Rajat Kumar Mishra, Secretary (Fertilizer), formally welcomed the Indonesian delegation, while Shri Aseem Gupta, Senior Director (NIC), showcased the working of IFMS and India’s journey toward digital fertilizer governance.
NIC presented how the implementation of DBT in fertilizers marked a monumental reform in subsidy distribution. Under the current system:
- Subsidies are released only after sales are recorded at the retailer level using a Point-of-Sale (PoS) device.
- Farmers are authenticated via Aadhaar, ensuring the subsidy reaches the intended beneficiary.
- This process has significantly reduced leakages, ensuring greater transparency and accountability.
NIC, as the technology partner for the Department of Fertilizers, has been instrumental in developing the digital backbone for this nationwide transformation.
The Integrated Fertilizer Management System (IFMS) is a pan-India, end-to-end digital platform developed by NIC. It enables the digital management of:
- Fertilizer movement,
- Sales,
- Subsidy accounting, and
- Monitoring across the entire supply chain.
The system connects all stakeholders — manufacturers, importers, wholesalers, retailers, and farmers — enabling real-time data capture at every stage.
Key Features Demonstrated
During the live demonstration, NIC officials walked the delegation through the following core components of IFMS:
- Aadhaar-based farmer authentication at PoS
- Real-time transaction processing at manufacturing, import, and retail points
- Integration with UIDAI, PFMS, SAP, and other government platforms
- Mobile-based invoice delivery and biometric KYC
- Central dashboards and analytics for real-time monitoring and decision-making
The session concluded with mutual appreciation of the transformative role played by digital platforms in welfare delivery. The Indonesian delegation praised India’s structured approach, highlighting the potential to adapt such models for their own governance reforms.
This international engagement serves as a testament to India’s leadership in building scalable, secure, and citizen-centric digital public infrastructure. The NIC’s successful demonstration of IFMS reinforced the global relevance of India’s home-grown solutions in public service delivery.
