Uttarakhand CM Inaugurates Urban SHG Portal

On May 20, 2025, the Hon'ble Chief Minister of Uttarakhand, Shri Pushkar Singh Dhami, inaugurated the Urban Self-Help Group (SHG) Portal during Shahar se Sanvaad—a meaningful dialogue with Mayors and Chairpersons across the state. But this was no routine launch. It was a quiet declaration that women at the grassroots are not just participants in urban development—they are its architects.

The Hon'ble CM spoke not from a podium, but with purpose: over 4,500 Self-Help Groups are active across 108 Urban Local Bodies (ULBs) in the state, bringing together nearly 33,000 women. These women save, lend, build micro-industries and enterprises, and stitch together resilience in neighborhoods often overlooked on policy maps.

An SHG, at its heart, is a small circle—five to ten women pooling modest savings into a common fund. But within that circle lies the power to transform communities. From internal lending at minimal interest rates to launching micro-livelihoods, these groups embody collective action in its most grounded form.

The newly launched digital portal—developed by the National Informatics Centre, Uttarakhand State Unit—is more than a dashboard. It is a bridge between policy and pavement. Built with ASP.NET (C#) on the front end and powered by SQL Server, the system incorporates tools like SAP Crystal Reports and Microsoft Visual Studio for data reporting. The portal facilitates real-time monitoring of monthly contributions, inter-loaning, revolving fund management, and user administration at every level.

With this platform, transparency is no longer a buzzword. It’s a built-in feature. And coordination across departments isn’t a hope—it’s an interface.

In a state where the Himalayas shape the land and spirit alike, the Urban SHG Portal reflects a simple, profound truth: when systems are designed to serve those who serve their communities, governance becomes not only efficient but empathetic.

The future of cities may be digital—but its foundation remains human. And in Uttarakhand, that foundation is being laid, one Self-Help Group at a time.
