Environment, being the most essential, have been one of the most ill-treated area with negligence from various sectors. Lack of proper planning, accountability and monitoring for Natural Resource relating to forestry without a long term sustainable planning is certainly a bottleneck and setback for all kinds of Local, Regional and Global environmental degradations with adverse effect.

It was interference of Honb’le Supreme Court only in 2009 that State CAMPAs (Compulsory Afforestation Management Planning Authority) have been constituted and the concept of an integrated e-Governance portal for Automation, Streamlining and effective management for utilization of CAMPA funds of several thousand crores were constituted. 

Odisha being the 9th State to initiate   this programme Organised a State level workshop on 31st August 2013 at Bhubaneswar. The workshop, inaugurated by Principal Secretary to Govt. Shri R.K Sharma, I.A.S., with PCCF Shri Priyanath Padhi, I.F.S., drew a clear-cut guideline for immediate implementation of the project.

“e-Green Watch” as the name suggests has been chosen as the perfect   nomenclature for this web based integrated Central portal linking all the State Holders with Range, Division, State Forest Offices and MoEF including Forest Survey of India.

The workshop was highly interactive one. All senior forest officials of the State, who are the custodian of the State’s Natural resources, attended with enthusiastic participations.

 Shri Rajesh Ku. Pathak, Sr. Technical Director, NIC New Delhi initiated the presentation while Shri Sunil Jain, Technical Director, from NIC, MP, gave online demonstration and presentation of eGreenwatch.nic.in portal. Shri Pathak also focused on Online Monitoring of Forest Clearance system which is an innovative concept  linking directly the DFOs offices with MoEF, New Delhi through State Forest Department and is a process based system aiming to faster Clearance of Forest Projects thus bringing the concept of Sustainable development  with use of ICT solutions.

Shri S.C Mishra, Addl. PCCF, CAMPA, seeking more co-operations from NIC for implementation of the project, emphasized formation of a cell for successful implementation of the project at State Level. ShriTiwari along with Shri Sharma from Govt. of India and    Shri Abhaya Saxena from Forest Survey of India, Dehradun presented the Geo-Spatial aspects of the project and its integration and linking with NIC application. The application captures both MIS and GIS data of the diverted and afforested land and seamlessly takes care of the accounting process, Physical Monitoring of Diverted and CA lands apart from non-CA activities.

Shri A. K. Hota, Sr. Tech. Director and Shri Nihar Ranjan Biswal, Scientist- ‘D’ along with Shri Bijaya Ku. Samal, Scientist- ‘D’ (for GIS domain) attended the workshop and subsequently carried out project implementation action plan with department officials.
