National eGovernance Gold Award to Two Projects of NIC Himachal Pradesh

Two Projects of NIC Himachal Pradesh have been awarded National eGovernance Gold Award on 27th February 2018 in the 21st National eGovernance Conference at Hyderabad.

The Manav Sampada software (eHRMS) at http://ehrms.nic.in has been awarded for rapid replication.The Manav Sampada software solution has been developed by NIC Himachal Pradesh, as a product and has been replicated in a number of States, covering more than 15 Lakh eService Books in 14 States/Organisations.

The Award was presented by Dr. Jitendra Singh, Hon’ble Union Minister of State for Personnel, Administrative Reforms and Pensions. The award was received by the officers from Himachal Pradesh Government and NIC Himachal Pradesh including Dr. Purnima Chauhan, Secretary (Administrative Reforms, LAC), Sh. Rakesh Kanwar, Special Secretary (Rural Development & Panchayati Raj), Sh. IPS Sethi, NIC State Coordinator, Sh. Ajay Singh Chahal, SIO NIC HP, Sh. Lalit Kapoor, ASIO, Sh. Sanjay Kumar, TD and Project Head and Sh. Sanjay Sharma, TD. The other members of the Project Team includes Sh. Amarjeet Singh, Special Secretary (Personnel), Sh. Sandeep Sood, TD, Sh. Amit Kanojia, Sh. Rahul and Sh. Naveen.

Manav Sampada (appropriately named for Human Capital, being the most important factor for the success of any Government/Organisation/Company) is a standard ICT solution for the Government sector, addressing maximum requirements of State Governments related to personnel management. The basic objective of Manav Sampada is to provide a generic, product based solution to the State/Central Government organisations for better management of personnel through electronic service record. It further assists the top management in knowing the exact number of employees, the retirement pattern, additional requirements in coming year for planning recruitments, funds required for retiring employees, re-allocation of surplus employees to other Departments/Organisations within the State, ACR/APR status, seniority lists etc. The transaction based updation of electronic record ensures that there is no additional data entry effort involved at Department level as the records get updated automatically based on the transactions.

Another project "The Online Rohtang Pass Permit Issuance System" has been awarded under the District Initiatives category.

Rohtang Pass Permit Issuance MIS is an innovative web based solution which can be accessed from any location where Internet connectivity is available. The application can be accessed from within the State, Country and anywhere in the World. The only requirement is that the citizen/visitor to Rohtang Pass should have a PC or laptop or tablet and Internet connection. In India, one can use such a facility on payment of nominal charges from any of the Common Service Centres which have been set up at Panchayat level through MeitY, GoI all over the country or from a cyber-cafe. This web application is the only way to get the permits for visiting Rohtang Pass or beyond and no permit is issued using any other method.

The service ensures that the tourists/ taxi operators/ transporters/ residents of Lahaul-Spiti District can apply for it from the PC at home, Internet cafe, smart phone/ tablet with Internet, laptop by entering the required details like vehicle number, pollution under check, type of vehicle, fuel used, number of passengers, driver name, date of visit, mobile number and email account and whether a comprehensive permit is required (multiple barrier entry fee). Based on the selection of parameters, the permit fee is calculated, as applicable and the user is guided to the payment gateway for making the payment using either the credit or debit card, net banking etc. Based on the payment, the permit is issued instantly, subject to the availability as per daily limit of permits fixed by the administration. The alert is sent to the phone and email of the applicant so that even printing of the permit is not mandatory and in case of an issue, the phone/email copy is treated valid. Any citizen with valid mobile, vehicle ownership can apply it from anywhere and get the permit. The Government has facilitated that the person visiting Manali can pay it in the tourism hotels on-way to Manali who will also use the web-based software to issue the permit upon receiving the payment and other details.

The software solution has been developed by NIC Himachal Pradesh as per NGT guidelines and supported with Android and iOS based mobile App. (http://hpkullu.nic.in)
