Digital MC House Application implemented to facilitate paperless working of the House and F&CC of Municipal Corporation Patiala, Punjab

Digital MC House Application has been implemented by the NIC Punjab in the Municipal Corporation Patiala, Punjab after issuance of the office order by Sh. Paramvir Singh, IAS, Commissioner MC Patiala mentioning that the Punjab Government has decided to run the work of Municipal Corporation Patiala through Digital MC House Application e-Nigam, and therefore, it should be ensured by each official that every item approved in the General House and Finance and Contract Committee (F&CC) meeting of Municipal Corporation Patiala is put up through Digital MC House Application e-Nigam only.
 

It is pertinent to mention that application is first of its kind in India and aims at automating the process involved in working of House of the 13 Municipal Corporations and 101 Municipal Councils of Punjab including House Committee (F&CC) and managing Ward Areas by the Councillors.

It is a single multi-tenancy cloud-based SaaS Product for delivering public websites and authorised web portals using single sign-in for Municipal Corporations and Councils.

The Project aims to assist the Members of the Municipal Corporations and Municipal Councils for taking benefit of Digital - MC House application by using the latest ICT tools such as Mobile Smart Phone, Tablet/iPad and Laptop/Desktop, for preparing themselves for participation in the legislative debates more effectively. This also aims at providing tools in the hands of Members for management of various activities in their respective ward Areas.

It is a role-enabled work-flow based web application for automation, standardization and uniformity of the working methodology of MC House. It removes redundant processes which otherwise delay flow of information among various stakeholders. This induces the transparency and accountability in operations. It significantly minimizes paper usage with online communication and consequently saves huge money for government and trees from cutting.

Digital MC House application e-Nigam automates the following major processes:-

House & F&CC:

    1. Submission of Proposals by Departments for Agenda Items.
    
    2. Forwarding of Proposals by Commissioner to Mayor.
    
    3. Accepting, Rejecting or Holding Proposals by Mayor.
    
    4. Fixing Meeting by Mayor.
    
    5. Issuance of Meeting Notification by the House Secretary.
    
    6. Preparing meeting date-wise Agenda Items by the House Secretary.
    
    7. Circulating meeting date-wise Agenda Items by the House Secretary (Web Dashboard, Mobile App, email and SMS) to all concerned.
    
    8. Using an auto-generated e-Book inside the House for displaying Agenda Items of the meeting along with documents, which may open on smart mobile phones, tablets, iPads, computers, laptops or TVs.
    
    9. e-Voting/e-Acceptance by the Members.
    
    10.Submitting Resolutions passed by the House to the Director, Local Government after Commissioner’s comments.
    
    11.Circulating meeting date-wise proceedings by the House Secretary (Web Dashboard, Mobile App, email and SMS) to all concerned.
    
    12.Approval of Resolutions by the Director, Local Government or higher authorities as per the competency.
    
    13.Raising   on Resolutions by the Director, Local Government.
    
    14.Clearing observations by the MC Departments/Branches or any other.
    
    15.Updating Action Taken (Implementation Status) on approved resolutions by the MC Departments/Branches.

e-Ward Area Management:

    1. Sending genuine complaints/information/Demands of wards by the respective Councillors to the MC Departments/Branches and knowing action taken on their requests.

    2. Ward-wise Monitoring of Development projects/works.
