Civil Registration System, 'Pehchan' Workshop organised in Rajasthan

State Level Workshop on Civil Registration System, Pehchan has been organised by Directorate of Economics and Statistics, Rajasthan at Jaipur to review the progress in Registrations and aware Registrars, about the new initiatives in the portal. District Registrars, Block Officers, Registrars, Sub Registrars and representatives from Private Hospitals participated in the workshop. Senior Director (IT), NIC Rajasthan has given detailed presentation on Pehchan portal and discussed about technical issues with the participants. Chief Registrar, Rajasthan, Shri Vinesh Singhvi in his inaugural speech, said that we are the leading state in IT enabled Civil Registrations and delivery of online citizens services. He emphasized on timely Registrations and Digital Signing of certificate so that certificate may be issued on time. He also instructed Registrars to clear all the pendency at the earliest. In the inaugural session, Sr. Director (IT), NIC said, the Pehchan system is successful with the hard work in implementation by District and Block officials. He also said that District Registrars should make aware all the Registrars on accuracy of registration data, as data is being reflected in multiple integrated systems including RGI-CRS, UIDAI, RGDPS Central Pendency Dashboard and various beneficiary schemes of the government. Workshop was also attended by officials of Census Operations Directorate, Rajasthan and discussed about RBD Amendment Act’ 2023.

Developed by NIC Rajasthan, Pehchan is the unified portal for Birth, Death, Still Birth and Marriage Registrations in Rajasthan implemented successfully for more than 11 years. It is being used by all 15,000+ Registrars and Sub Registrars and about 2100+ private hospitals with the objective of transparent and timely registration of Birth, Death, Still Birth and Marriage events in the state. It also aims to deliver various registration services online to the citizens.  Many Departments are integrated to authenticate registrations and fetching the digitally signed certificates. Registration data is being shared with Ministry of Panchayati Raj GoI, Registrar General GoI and Jan Aadhaar, GoR on daily basis. Portal is also been integrated with UIDAI ALBR (Aadhaar Linked Birth Registration) system to generate EID of newly born child at the medical Institution. As an unique initiative, MCCD (Medical Certification of Cause of Death) codes has been captured at the time of death registration from all Sub Registrars and Private Hospitals to generate MCCD Form for the citizens. Portal has many online services for citizens, like download certificate, apply for registrations, baby name addition, legacy certificate computerisation etc. Android and IoS Mobile apps for the citizens and registrars are also available. Certificates generated on Pehchan are also available in DigiLocker.

Bhashini tool has been integrated in the Mobile Apps for speedy entry of the Name, Father & Mother Name and Address by speaking. The tool has also been demonstrated to the participants so that it may be popularise among the citizens.
