District Ajmer in Rajasthan has leveraged SMS capabilities to know the work status of all MGNREGA works currently running in the district. District collector has achieved this with the association of CEO, Zila Parishad(ZP) , DIO NIC Ajmer and a Mumbai based software company Detha Infomedia Pvt. Ltd.SQRS enables MGNREGA field executives (Gram Rojgar Shayak, Gram Sevak and Junior Technical Assistant etc) to update Zila Parishad office about their work status on which they are working. They can submit various types of status of a particular work to the HQ 24 x 7 in a specified manner. Necessary arrangement have been made to train MGNREGA team working in field and provide sufficient training to them before the field staff starts submitting report to SQRS. Field executives and block level executives (Accountant, MIS manager) submits following types of work status fortnight wise i.e. Count of muster rolls issued, No of labor count on 1st and 7th days of a fortnight, Handover of Muster rolls for measurement, work measurement’s status, Preparation of wage lists, payments deposited in banks / post office etc and Muster rolls MIS data entry status.
On other end at ZP control room CEO, XEn, AEN and MIS manager can track and monitor followings reports respectively fortnight wise, location wise (District, Block, Gram Panchayat and Gram) and work code wise. What are the works tat have been issued Muster rolls of a particular fortnight and what is the total count of skilled muster rolls and unskilled muster rolls. What was the labor count on 1st day or 7th day of a fortnight.
SQRS enables the ZP HQ team to track followings:
Who have not reported work status (be it a GRS, GS, JTA, Accountant or BMIS). Who have held the work to complete the job more than the specified time and what is that additional time one has taken. It clearly traces the congestion of each particular work and notifies the same to HQ team in a report format. SQRS was developed with some constraint. Providing its access through web to the Block level officer can really minimize payment process gap and ultimately MGNREGA labor can be benefited. With the help of SQRS, Process Delay Penalties can be imposed on the erring MGNREGA field executives
