NIC Patna Launches eCard System for Eco-Friendly Governance and Real-Time Communication

In a significant step toward sustainable digital governance, the eCard application was officially launched by the then District Magistrate of Patna, Dr. Chandrashekhar Singh, IAS, on June 2, 2025. Developed by the National Informatics Centre (NIC), District Centre Patna, the eCard system offers an efficient, paperless solution for sending digital invitations and official communications via email and SMS.

At the inauguration ceremony, Dr. Singh was welcomed by Shri Ram Bhagawan Singh, District Informatics Officer (DIO), NIC Patna. Praising the NIC team for their innovation, the District Magistrate highlighted that the application not only streamlines communication but also promotes eco-friendly practices by reducing reliance on printed invitations. “This initiative is aligned with the Government of India’s ‘Clean India, Green India’ mission,” Dr. Singh noted.

The eCard application is designed as a user-friendly digital platform that enables government departments to send personalized invitations and notifications for a range of purposes, including meetings, events, public functions, and official announcements. Users can choose from a variety of pre-designed card templates and send them instantly to recipients.

To ensure efficient delivery and audience targeting, the platform classifies recipients into three categories:

1- VVIP

2- VIP

3- General

Additionally, it offers role-based access control through two distinct login types:

1. Operator Login: Enables configuration of card templates, sender email IDs, and recipient lists.

2. Nodal Officer Login: Provides authentication and final approval for the messages to be sent.

By digitizing and accelerating the invitation process, eCard eliminates the delays and environmental costs associated with traditional paper-based methods. It reflects the administration’s broader commitment to digital transformation and sustainable governance.

With its launch, Patna has taken another step toward integrating smart, green solutions into everyday governance, setting a replicable model for other districts across the country.
