Video Conferencing based monitoring of schools and hospitals in Hardoi, Uttar Pradesh.

Anshu Rohatgi, Hardoi

Days have gone when investigating officers had to plan their visit to the primary schools and government hospitals in the remotest areas of the district to monitor their condition and facilities provided by them. There were many pitfalls in the process; the government school and hospital authorities were informed about the arrival of investigating team as a result they manipulated the facts; lots of money and time was also spent to plan these visits and yet nothing concrete could be traced.

In order to check these malfunctions of schools and hospitals Video Conferencing System for monitoring the prevailing conditions of schools and hospitals in the district was inaugurated in Hardoi, Uttar Pradesh by District Magistrate Shri Anand Kumar Dwivedi on 8th April 2013. With the launch of the new system the monitoring of schools and hospitals will become faster, easier and cost effective. The senior officials will be able to directly interact with the officials of the school and hospital and scrutinize the various activities related to administration, infrastructure, hygiene, attendance and number of staff in the schools and hospitals sitting at the district collectorate. Earlier due to number & location of the hospitals and schools in the district it was almost impossible to visit each one of them and interact with the officials.

The new system is based on the video conferencing setup already available at NIC, District Centre, Hardoi. The VC studio at collectorate is used by the senior administrative officials and the investigating team makes a surprise visit to the remote location (school or hospital) carrying a laptop and internet connection enabling audio-video interaction with the officials of the institution.  This new monitoring system has left no room for mistakes and the entire process is very transparent as the investigating team can immediately show the actual condition of the schools and hospitals to the officials.

The adoption of technology based system has not only helped the administration, it has also given a new hope to the citizens who are expecting that the services will improve as a result of proper monitoring of the conditions. The District Magistrate, Shri Dwivedi also interacted with the students of Behra Saudagar School on VC and enquired about the school’s working system.  He praised the new system and instructed all officials present to replicate the same in their respective department.

The occasion was also marked with the launch of a new website for Hardoi that will have detailed information related local e-governance in the district. District Informatics Officer of NIC Shri Danish Faizan and Additional District Magistrate Shri Vijay Kumar Gupta were also present during the inauguration of the VC setup and launch of the website
