Ianiguration at Parlakhemundi Tehasil

Land Records Management System (Online Mutation S/W) successfully implemented in all seven Tehsils of Gajapati District, Odisha by 29/03/2018. The Land Records Management System, a web enabled application software, has been developed by NIC to maintain up-to-date Record of Rights. It is a transaction based applications which helps the Mutation Officer (Tehsildar/Addl. Tehsildar) posted at Tehsil to initiate a mutation case whenever there is a transaction at Registration office or receive application from an applicant at Tehsil. Biometric authentication has also been incorporated in the LRMS software.

The LRMS Online Mutation S/W was successfully implemented in all 7 Tehsils of Gajapati District. It is a big boon to the common citizen to get the updated land records RoR (Record of Rights) data through the bhulekh web portal: http://bhulekh.ori.nic.in . The LRMS portal also integrated with SMS system so that the applicant can receive a SMS to his/her mobile about the position / processing stage of the mutation case.

Paralakhemundi was the first tehsil to implement LRMS e-Mutation portal on 28/12/2017, inaugurated by the then District Collector Sh. Sudhansu Mohan Samal, IAS.

The system brings transparency, and timeliness, as it fixes a stipulated timeframe for the stakeholder to accompany the task. It also improves the revenue department’s performance by implementing the citizen centric delivery system under e-Governance initiative. This is a mission mode project taken up by NIC in Gajapati District in the district by coordinating with District Revenue Section, local BSNL Officials for getting the 2 Mbps MPLS connection to tehsils and the concerned tehsils in setting up the minimum IT infrastructure required for implementing the system, which was appreciated by the District Administration.

Last but not the least, the Land Records team at NIC State centre, Bhubaneswar has extended full cooperation and timely support in all respects to implement the LRMS portal in the district smoothly.

R.Udayagiri was the 2nd tehsil to implement LRMS portal on 17/01/2018, inaugurated by the District Collector Sh. Anupam Saha, IAS.
