ICT Support provided by NIC Haryana to the Chief Electoral Officer Haryana during Haryana Assembly Elections 2019

The NIC Haryana State centre provided comprehensive support to the Chief Electoral Officer Haryana during the Haryana Assembly Elections 2019 held on 21st October 2019.

Following applications were developed and successfully implemented by NIC Haryana.

  1. Web Enabled Election Duty Management System (EDMS).
  2. Web Enabled Counting Duty Management System (CDMS)
  3. Daily Report Monitoring System.
  4. Communication Plan Mobile App.
  5. Poll Monitoring Dashboard.
  6. Other applications and ICT support at District level.

 

A. Election Duty Management System (EDMS):

A fully web enabled election duty management system was developed and hosted centrally at NIC Haryana Data Centre, which was accessed by various Districts through secure login/password to complete three stage randomisation process of polling parties and generate various reports to be given to the respective District Election Officers (DEOs) and Returning Officers (ROs).

 

Various features of the system are:

  1. Fully Web enabled. As entire application and database was centralised, there was no need to keep the data or application at district level, which saved lot of efforts like managing the local server, keeping data backups etc. at local level. The EDMS was hosted at NIC Haryana Mini Data centre.
  2. Three stage randomisation process of Poll Staff as per RO book.
  3. Two stage randomisation process of Micro Observers.
  4. Provision to mark certain booths for manual party deployment e.g. for setting up of special Sakhi (All women) booths. Etc.
  5. Provision to deploy the women staff through random process or manual selection of women staff for specific booths.
  6. Provision to deploy Sector Supervisors/Duty Magistrates.
  7. Data of state Government staff obtained from centralised HRMS system, thereby saving time for data entry of the staff.
  8. Centralised Data entry of Central Government staff by various departments/offices from their premises.
  9. Number of reports at each level (e.g. Duty Orders, Attendance Lists, ID cards, Seat number allocation, Polling party reports, various checklists etc.)
  10. Provision to upload signatures of the DEO for use in various reports.
  11. Staff position dashboard is an integral part of the EDMS, which shows the staff position at all stages of the process.
  12. Option for three sets of randomised booth-party allocation during final randomisation. The observers can choose and lock any set out of three, for any assembly.
  13. Provision to lock the randomisation at first, second and Final randomisation stages.
  14. Provision for specifying reserved staff percentage at all levels along with specifying various deployment criterion.
  15. Separate DEO module for exemption and replacement of poll staff in specific cases at different stages of the poll process.
  16. Provision for Factory-reset the entire EDMS, to setup the system for new elections.

 

B. Counting Duty Management System (CDMS):

Counting duty management system (CDMS) is also a fully web enabled system which was developed and hosted centrally at NIC Haryana Data Centre. This was also accessed by various Districts through secure login/password to complete three-stage randomisation process for deployment of counting staff and generate various reports to be given to the respective District Election Officers (DEOs) and Returning Officers (ROs).

Features of the CDMS:

  1. Fully Web enabled. Entire application and database was centralised, there is no need to keep the data or application at district level, which saved lot of efforts like managing the local server, keeping data backups etc. at local level
  2. Three stage randomisation process of Counting staff as per the RO book.
  3. Provision to define number of counting and reserve tables for different assemblies.
  4. Number of reports at each level (e.g. Duty Orders, Attendance Lists, ID cards, Seat number allocation, Counting party table allocations, various checklists etc.)
  5. Provision to check the various groups/parties formed at various levels.
  6. Provision to lock the randomisation at first, second and Final randomisation stages.

 

C. Daily Reports Monitoring System

A web enabled online application developed by NIC-Hisar, Haryana for getting daily reports from various nodal officers in the District. The system provided following facilities to the district administration:

  1. Made the monitoring process very easy and convenient - as maintaining and monitoring the reports on day to basis using manual system or e-mail was cumbersome task.
  2. Facilitates nodal officer (MCC) and Returning Officer to monitor daily reports using online e-dashboard
  3. Daily Reports - MCC, Accounting, Shadow Register, EMS, Cash Seizure, Liquor Seizure, Law and Order etc. could be monitored and archived.
  4. Alerts for not receiving the report using by color coding mechanism on e-dashboard

 

D. Communication Plan portal and Mobile App.

Web Portal and android based Mobile App developed by NIC Hisar for implementation in all districts of the state. The portal and mobile was developed to prepare a comprehensive communication plan for use during the election process. The communication plan enabled easy communications between various election functionaries during the election process.

Following are the features:

  1. Web based Application and Android Based Mobile App.
  2. Role based access to contact numbers of various functionaries.
  3. Contact information of CEO/DEOs/ROs/AROs/Field Officers etc.
  4. Direct integration with duty assignment software (EDMS) to extract booth level information.
  5. Direct calling feature to the concerned officer from mobile app.
  6. Easy search facility in the mobile app.
  7. Secure installation procedure for authorised users only.

 

E. Poll Monitoring e-Dashboard.

  1. Live Poll Dashboard implemented in the state of Haryana during the poll day (21-10-2019) to monitor the various Poll processes on various parameters. The dashboard was populated by SMS using NIC SMS gateway by directly from the Presiding Officers of different polling stations established in the state.
  2. Following events were captured through SMS sent by respective presiding officers of the polling stations for which specific event codes were used.
    1. Pre poll day – Party left, Party Reached
    2. Poll  day – Mock poll done , Mock Poll clear, Poll Start, Voters turnout in numbers and percentage (every 60 minutes), Poll end, voters in Queue, VVPAT battery removed, party left polling station, EVM deposited
  3. The mobile numbers of the respective presiding officers were linked from the online duty assignment software. This enabled the presiding officers to update the data of their respective polling stations only.

F. Other Tasks done at district level:

Voters List revision as per ASD

Technical support in reconciliation of voters data as per Absent, Shifted and Dead (ASD)  and publishing of Draft list on District Web Site for getting claim and objections and after finally updating the voters list publishing on District Web site for the voters of the District

Voters Help Line (1950)

Toll free (1950) helpline for voters of District on (24x7) basis established and monitored as per ECI

Capturing the employees data of the District (e-Employees)

‘e-Employees’ an online application developed as per the schema and need of the Election Duty Management System (EDMS) and implemented by making provisions to convert the HRMS data for all the districts of Haryana and for all other institutions like Boards /corporations /state universities the provision of making online entry made. After completion of entry, every department send duly verified and signed list to the respective district administration.

Establishment of ICT enabled RO rooms for taking nomination

ICT equipped Returning Officers rooms of respective Assembly Constituencies established for getting nomination and uploading on SUVIDHA portal

Establishment of the ICT enabled Office of election observers

During the election process seven numbers of general observers and two expenditure observers were entrusted for the election process. For sending various reports as per the portals of ECI, the high tech office were established at rest house

e-Meeting

 

An application to call meetings by intimating through SMSs. The group of different officers made for quick transmission of SMSs. It was very useful application during the election

Transmission of data of service voters as per the guidelines of ETPBS (Electronically Transmitted Postal Ballot service)

ICT support provided to all the ROs in preparation of Electronic Postal Ballot and transmission of the service voters data on ETPBS site

Allotment of EVMs and VVPAT on randomization as per ECI application ‘SUVIDHA/ENCORE’

Using ECI applications the technical support provided in allotting the EVM & VVPAT to the various ROs of Respective ACs

CVGIL – an application of ECI for grievance of citizen and redressal with regards to elections and its processes

ICT support provided including training to all Returning Officers in implementation of CVIGIL portal /app

Set up of ICT enabled counting centre and control room  during counting day

To make readiness of counting and data transmission as per ENCORE and as per roles assigned to DIOs the counting centres established equipped with number of systems in network, two 8 MB lease lines in each counting centre, Power backup and training imparted to the computer operators during various rehearsals

Use of bulk SMS services

Bulk SMS services were largely used by the CEO to run voter awareness campaign and to inform various staff deployed on booths and counting centres with regards to various rehearsals and issue necessary directives by the DEO/ROs .

Over 3 Crore SMS were transacted through NIC SMS gateway during Haryana Vidhan Sabha Elections 2019.

Counting of ETPBS by using ICT enabled tools including QR code scanners as per guidelines of ECI

Other staff during counting day were deployed like ETPBS supervisors, ETPBS technical, VVPAT supervisors, VVPAT assistants, VVPAT Micro observers

 

Hands-on Training provided to the ETPBS supervisors and ETPBS technical staff on the use of ETPBS during counting of votes
