ICT support extended by NIC-Hisar during the conduction of Bye-Election 2011 (4- Hisar Parliamentary Constituency)

Bye Election Hisar 2011

NIC-District Unit, Hisar was entrusted with the responsibility of computerization of various processes as mandatory part to conduct the Bye-Election-2011 (04-Hisar Parliamentary Constituency). NIC-Hisar extended not only the restless support to the District Administration but also innovated and added various new paradigms by making various new on-line applications for smooth conduction of the election. The ICT support by NIC-District Hisar is as under.
1. Voter Help Line:  
a) Touch Screen Kiosk –installing software and latest data.
b) SMS based intimating to the public.
c) Web based from CEO Haryana web portal.
d) Telephone line based kind of call center.
2. Online data entry of all the employees within the district required for deployment during the  election process for various purposes: 
NIC-Hisar developed an on-line application for  capturing the data from the concern department and offices directly and generating the certificate  to extending the RO of the constituency.  The schema and format of the data is same as be  ported in election software and meeting all parameters fixed by the ECI for the purposes.Approximately data of 15000 employees of state government as well GOI was captured and put in use further.
3. Office at Nomination site: Established office for Returning Officer at Nomination site by installing requisite hardware (System/Printer and Scanner) and extended internet as well SWAN connectivity so to verify the voter data on spot and sending the nomination paper after scanning to HQ.
4.Establishing the ICT enabled office for election observers as well in the room of observers:
 At PWD rest house, office equipped with all ICT facilities including Wi-Fi Net connectivity/EPBAX with four systems and supporting computer and ministerial man power provided. The office was  made functional for round the clock. Also established the required ICT infrastructure in the room  of each election observer and provided instantaneous support.
5. Collecting the data of Control Unit (CU) and Ballot Unit (BU) for randomization purposes & First and second levels of randomization before the RO and observers: Following the instructions as per ECI, the data of CU and BU captured in the software database and successful randomize for distributing on the booths.
6. First Level Randomization of polling personnel (PO/APO):
As per the guidelines fixed for  randomization process of polling personnel PO/APO, the process was done before the RO.
7. ICT based Rehearsal and Seating plan for the PO/APO:
a) Mapped the seats of IG Auditorium, CCSHAU, Hisar with the PO/APO database and generated seating plan fixed seats, the seats have also been reserved and indicated on the duty order send to each person
b)System with LCD projector with live video casting for imparting the training to the PO/APO.
8. Second Level Randomization of polling personnel (PO/APO):
For making the complete party for deploying on the booths the second level randomization was in the presence of observers.Attendance report/seating plan created for all assembly segments.

9.Effective and exhaustive on-line Communication Plan and search based options:
Undersigned as nodal officer was also entrusted for making effective communication plan; NIC added more wings to the plan by making an on-line search based application. Exhaustive data of BLO/PO/Micro Observer/Police personal/ Neutral person/duty magistrate/supervisor/CRPF personal and detailing of booths about sensitive/hyper sensitive/Critical etc.

10.Deployment of Micro Observer (First& second level  randomization):
As per the guidelines indicated in the Model Checklist of ECI, the Micro observers were deployed on selected booths.
11.Web casting from two selective booths: From two booths by installing the Static IP, the web casting trial was done, the people enjoyed live from both the booths.
13.Duty assignment for counting staff: Counting staff (Counting supervisor/Counting assistant/static observer) were deployed.
14.Establishing the ICT equipped counting centers : 
At all nine counting centers requisite hardware with two internet connections were installed at all counting centers .
15.CCTV camera with DVR: At all nine counting centers CCTV cameras with DVR were installed to monitor the strong rooms.
16.On-line application for the displaying the counting updated result: On-line application was developed by NIC-Hisar to uploading the counting data from counting centers and the application was capable for displaying the data as counting information on net in real time.
17.Result sheet in excel sheet: At all counting centers for capturing the data round wise excel result sheet was used, the same prepared and tested by NIC. Final result booth wise was printed by using this sheet only.
12.Online application for Voter Turnout: NIC developed online application for displaying the voter turnout and updated voter turnout enjoyed using the Internet.
