Hon’ble Chief Minister Haryana, Mr. Manohar Lal launched the Auto Appeal System (AAS) portal (https://aas.saralharyana.nic.in) on 01/09/2021, a first of its kind of system in India, to ensure the timely delivery of the service to the citizens. This software has been developed for Right to Service Commission Haryana to implement the Right to Service Act 2014 in letter and spirit. During the launch, Shri Deepak Bansal, DDG & SIO (Haryana) made a detailed presentation of all aspects of AAS Portal.

 

The AAS portal has been designed and developed by NIC-Haryana to provide auto appeal mechanism to the citizen once the designated officer defaults on delivery of services in the stipulated time frame or rejects the application by not giving legible reason. Citizens, who can’t file appeal themselves, can call on SARAL helpline to file appeal on his behalf. The application will automatically bubble up from Designated officer to Grievance Officer-I, Grievance Officer –II and the Right to Service Commission.  At each step, the redressal officer can give directions or call Designated officer for hearing.  However, the Grievance Officer –II and the Right to Service Commission, if not satisfied with the reply of Designated officer, can impose financial penalty which will be recovered from the salary of the officer. The system has also provision for   transferring the part of penalty recovered from officer to Citizen as compensation. 

 

Sh. T.C. Gupta, Chief Commissioner, Haryana Right to Service Commission, while briefing the future plans of implementation, appreciated the hard work done by Shri Deepak Bansal, DDG & SIO (Haryana), Sh. Alok Srivastava, Senior Technical Director, NIC-Haryana and Miss Anshu Sethi, System Analyst of IT Department for developing the AAS Portal in a very short time span.

 

On this Occasion  Sh. DS Dhesi, Chief Principal Secretary to Chief Minister, Sh. TC Gupta, Chief Commissioner, Haryana Right to Service Commission, Sh. PK Das, Additional Chief Secretary, Power Department, Sh. Anurag Rastogi, Additional Chief Secretary, Food, Civil Supplies and Consumer Affairs Department, Sh. Vineet Garg, Principal Secretary, Electronics, Information Technology and Communications Department, Sh. Ashok Khemka, Principal Secretary, Archives, Archaeology & Museums Departments, Sh. V Umashankar, Principal Secretary to Chief Minister and Administrative Secretaries of various departments were also present. Head of the Departments, Divisional Commissioners, Deputy Commissioners & Additional Deputy Commissioners from districts joined the programme online through Video Conferencing. The live telecast of full launch programme was also made available on youtube link.
