NITI Ayog has taken an initiative at Tigaon Village in district Faridabad of Haryana, where-in the newly born children are enrolled for UIDAI Aadhar at the time of their Birth registration. This is first such pilot in the country , initiated by NITI Ayog. To carry forward this pilot initiative, NIC-Haryana has developed necessary software with linkage to Aadhaar enrolment software and the SRDB (State Resident Data Base) Haryana. The Chief Minister Haryana has rolled out this initiative across the State w.e.f. 2nd May, 2015, as First State in the country.
The arrangements for Aadhaar enrolments of the newly born children alongwith their birth registration has been made at all PHCs and all Municipalities. Initially, the Aadhar enrolment machines will be shifted weekly once to PHC for Aadhar registration of Children at birth, preferably on “immunisation day”, every Tuesday. The Aadhar of parents also shall be registered (if not available ) during registration of children at Birth. Only the demographic details and photograph of the newly born child will be captured under Aadhar enrolment. The data captured will be automatically shared with Birth registration System. It has been planned to declare Health department as UID Registrar in Haryana. All PHCs shall become permanent Aadhar enrolment centres. The process of Aadhar certification of PHC/MC Officials/operators and provisioning of enrolment kits is already on.
The State government has also initiated a new experiment to establish a State Resident Data Base (SRDB) by integrating digital databases of NPR-2011, SECC-2011 and SRDH, which will be up in next one year. Each enrolled child will be registered in SRDB and using the SRDB, the state would provide pro-active e-Services to the citizens like sending alert to the Mother/Father of the child about the due date of his/her immunization ; Child going to Aangan Wadi, Monitoring of nutrition; registration of child in a school etc.
