HARYANA:- Chief Minister Haryana launched Digital India outreach campaign at District Panchkula

The Overall Goal of the outreach program is “To create awareness about Digital India program and its major initiatives through various Point of Presence (PoP) like DeGS, CSCs, Panchayats etc and increase uptake of citizen centric services”

 

The outreach campaign is a Van based mobile display/exhibition unit with the Audio visuals, IEC material and a team of trained (5-8) personnel which will travel from one location to other in a specified route map covering various citizen interface points such as Gram Panchayats, Collages, Schools, CSC, Post offices, SHGs, Haat etc. The mobile exhibition van will travel for around 15-25 days in a particular district depending on the pop starta and cover around 30-35 locations. The team will also consist of a team of Skit artist who will perform in every location. On an average the van will travel 20 days in each district and cover 2 locations per day.

 

To make this campaign successful and meaningful, active support is needed from the State Government especially from the District Administration. A committee at State level as well as District level are to be constituted to mobilize and monitor this campaign with participation from Department of Post, BSNL, NIC, etc (Flag-C). The Committee at State level shall coordinate with the District committee and would facilitate finalization the activity content. The District Committee will facilitate and ensure the proper distribution of the activity content, identify activity locations and route of the BTL activities/campaign and provide requisite permission, security of the campaign team, etc.

 

The activity shall be carried out for 2-3 hours duration including travel time. The location for the event can be District CSCs, Panchyats, Schools, Colleges, Post offices, Haats, etc. The activity will have AV display, announcement, flyer distribution, Posters, Q&A session, Demo & Skit show. Each team will consist of 5-6 members. After the completion of the activity in a particular location, the van team would take a sign-off from the designated official present there as notified by District Committee which may be like SDM/ Tehsildar/ Sarpanch/ Principal School or Principal College academic / Police Officer or departmental staff or any noted local dignitary. Volunteer registration will be encouraged through this campaign. The campaign will be promoted by Newspaper ads, radio campaign, visibility drive via hoardings and strong footprints on social media/community building. The Deputy Collector shall ensure the security of the Van/ team and would ensure participation of 200-300 gathering.

 

The expected outcome from this outreach program are:-

a)   Drive awareness at grassroot level about Digital India program by active engagement of citizens

b)   Greater enrolment/registration drives in DI services portals

c)   Build credibility for the brand “Digital India”

d)   Creating pool of opinion leaders & influencers through participatory platforms such as MyGov & VMS (Volunteer Management System)

 

Looking into the magnitude, this is a major opportunity for State government to utilize this campaign and showcase all the IT & e Governance initiatives of the State taken by the State towards achieving the Digital India Vision. This will not only ensure the spreading of awareness among masses but also would help build Citizen to Government trust. State may best utilize this opportunity to exhibit government functioning by carrying our following:

 

1.   Awareness to use all the e Services

2.   Benefits of CSCs/ Digital frontends for Govt. services

3.   Benefits of Aadhaar enrolment/ DBTL/ Birth Enrolment

4.   Awareness on Digital literacy initiatives

5.   NOFN future utilization

6.   Other State e-governance/IT initiatives like: Automation of PDS, Health, Finance, CM’s Portal, eOffice, Foodnet, etc

 

For Haryana, the outreach Campaign would cover approximately 840 locations with Digital Content, Audio Visual Programs, skit shows, quiz competitions and distribution of awards (wrist watches), distribution of pamphlets, etc.

 

Considering the magnitude of the Digital India outreach campaign and the innovative mode of its connect with the masses, The Hon’ble Chief Minister has consented to flag-off the campaign from one of the villages in Panchkula on 6th June 2016 at 9:30 AM.

 

Hon'ble CM also launched service of pulling issued certificates from eDistrict CIDR,  by the concerned individual citizen into his /her Digital Locker for future usage & safe custody of legal documents. Online demo of the process was given to Hon'ble CM. It was part of the launching of Digital India outreach programme on 6th June,  2016 from Panchkula.
