Digitally Signed Birth & Death Certificates becomes a reality in Lucknow, Uttar Pradesh

Digitally Signed Birth & Death Certificates

Days have gone when people had to make multiple visits to the municipal corporation offices for applying and receiving birth or death certificates. Lots of time & money had to be spent by the citizens for obtaining these government services. However, the scenario changed in the state with the launch of State Portal & eForms project on 1st August 2012. Under the project 26 services of 8 line departments are made available to the citizens through Common Service Centres (CSC) & Lokvani Centres operational at the tehsil, block and village level. Issuance of Birth & Death Certificates is part of these 26 services and the Municipal Corporation of Lucknow started issuing digitally signed birth and death certificates from 1st April 2013. 141 CSCs have been opened in and around Lucknow to facilitate the citizens and the first digitally signed certificate was a death certificate of Late Aziza from Ashrafabad, which was digitally signed by Nagar Swasthya Adhikari Shri P K Singh and handed over to her relatives on 1st April 2013.

Extensive GPR (Government Process Re-engineering) has been carried out to make the processes easier for the people. In the new system, the applicant just needs to visit the nearest CSC along with required documents to apply for a service. The application is filled online by the kiosk operator and the required documents are scanned and attached with the electronic application. Once the application id submitted on the system an automated application reference number is generated which can be used by applicant for tracking the status of his/her application. The Final certificates are generated at the CSC and handed over to the citizens. This has eliminated the requirement of citizens visiting LMC for issuance of certificates and specific time lines have also been fixed for issuance of all services.

Municipal Commissioner Shri R.K Singh, Additional Municipal Commissioner Shri P.K Shrivastava, Nagar Swasthya Adhikari Shri P.K. Singh, Computer Centre Incharge of LMC Shri Varun and other senior functionaries of Lucknow Municipal Corporation were present during the launch of the services at Lucknow.
