Civil Registration and Vital Statistics (CRVS) Conference in Rajasthan

Inaugural Session

Directorate of Economics and Statistics, Rajasthan in collaboration with UNICEF organised a Conference on Civil Registrations and Vital Statistics (CRVS) at Jaipur with the objective to showcase IT enabled Civil Registration and its innovations in Rajasthan. Conference aims to have an opportunity to learn from global and national experiences as well as identify bottlenecks that still constrain the system.
 

The inaugural session was addressed by Shri Bhawani Singh Detha(IAS), Principal Secretary, Planning & Statistics Department, Shri Bishnu Charan Mallick(IAS), Director of Census Operations, Dr. P Gayatri, State Informatics Officer NIC,   Mr. Soumen Bagchi, SPSP Section Chief a.i., UNICEF India Country Office, Shri Rushabh Hemani, Chief of Field Office a.i. UNICEF, Rajasthan and Shri Nirmal Kumar Sethi, Director Jan Aadhaar Authority.  Shri Vinesh Singhvi Chief Registrar, Rajasthan welcomed all the dignitaries and briefed about the CRVS system in the state and successful utilisation of Information technology in CRVS. All dignitaries appreciated the CRVS status in Rajasthan due to IT enablement by Pehchan Portal developed by NIC. In the inaugural address, Shri Detha, said Pehchan is strong Civil Registration system and has unique identity in the country. He also expressed that if anyone is left without registration, we have to look into the system for improvements.  Shri Mallick addressed about RBD Amendment Act 2023’ and MCCD coverage for Institutional events. Dr. Gayatri said, Pehchan is the robust system developed by NIC and lot of innovations like WhatsApp, DigiLocker, Bhashini has been implemented in the system and NIC is committed to strengthen the system with new technological advancements.  She also said that database should be able to talk with other government systems so that requirements of physical copy of certificate may be eliminated.

Civil Registration and statistics specialist from various parts of world also participated in the conference online. Mr. Bhaskar Mishra, CRVS Lead UNICEF HQ from New York, Ms. Chloe Harvey UN ESCAP, Mr. Shehriyar Farooq from Sydney joined the conference. Officials from UIDAI, Panchayati Raj, Urban development, Jan Aadhaar Authority, District Registrars, Registrars and Sub Registrars also participated in the conference.

Sr. Director(IT) NIC Rajasthan, Shri Amit Agarwal discussed on the topic of Digital Solution for Strengthening CRVS and presented Pehchan portal and its features. He also highlighted various innovations made in the portal to strengthen the system.  Integrations with the systems to enables various department to authenticate the Birth, Death and Marriage registrations were discussed in details. He said data shared from Pehchan portal is being used successfully to update family database ‘ Jan Aadhaar’ in Rajasthan.

Developed by NIC Rajasthan, Pehchan is the unified portal for Birth, Death, Still Birth and Marriage Registrations in Rajasthan implemented successfully for more than 12 years. It is being used by all 15,000+ Registrars and Sub Registrars and 2300+ private hospitals with the objective of transparent and timely registration of Birth, Death, Still Birth and Marriage events in the state. Portal has various online services for citizens; download certificate, online application for registrations, baby name addition, legacy certificate computerisation, contact details updation etc. Android and IoS Mobile apps for the citizens and registrars are also available.
