The process for the conduct of Assembly Elections 2017 in Himachal Pradesh has been completed with the counting of results of 68 Assembly Constituencies on 18th December 2017. The 12 District Centre of NIC HP have actively participated in all the stages of election process starting with the use of DISE software for randomization of polling staff and the last step of compilation of results.
The district level NIC officers as well as State Level team from NIC Himachal Pradesh have been involved in implementation of DISE software, originally developed by NIC Punjab and various applications developed by Election Commission of India to address different processes/jobs associated with the conduct of Assembly Elections. The District level officers have also acted as master trainers for the applications provided by ECI and were also designated nodal officers for IT activities.
The District Information System for Election software application developed by NIC Punjab, has been used for the randomization of polling staff as well as counting staff duties for these elections. This application is being extensively used continuously for the last more than 10 years in Himachal Pradesh but the application has been successfully used for the randomization of counting staff for the first time.
NIC Officers from all the districts and nodal officer from State Centre, Sh. Sandeep Sood attended two day training (training of master trainers) on RO Net, Suvidha, Sugam applications of Election Commission of India (ECI) held at HIPA, Shimla. The RO Net application has two parts, one is web application and the other being mobile app in Android platform. The District officers also helped in conduct of training on RO Net at district level. Himachal Pradesh is the first state to implement RO Net application in the whole state. This application was pilot tested at Ludhiana during Assembly Elections held in Punjab this year. The DIOs/ADIOs after attending the master trainer's training, organized similar trainings for all RO level staff and officers of their respective Districts. The data processed using DISE application for the polling persons was also shared with RO Net team after completion of all the three stages of Randomization.
The District Centre also extended General Technical support for the SVEEP Activities (Systematic Voter's Education and Electors Participation), and implementation of GENESYS application starting with uploading of scanned nomination papers and ending with the round wise figures entry on the counting day. Districts also provided training for PDMS application so that poll day activities could be reported where RO Net did not work. The NIC officers also provided technical help on counting day activities related to result compilation, provided training on counting application and eTPB Scanning.
NIC Himachal Pradesh has also been providing support in the conduct of various VC sessions with Election Commission of India as well as by CEO with all the 12 District Electoral Officers in the state through VC studios at State Centre and 12 District Centre. Some of the VCs were also connected up to Returning Officer level who are connected over HimSWAN.
