The National Generic Document Registration System (NGDRS) was successfully launched by Shri Tawnluia, Dy. Chief Minister, Govt. of Mizoram on the 6th September, 2019 (Friday). The launching programme was organized by Directorate of Stamps & Registration, Land Revenue & Settlement Department, Govt. of Mizoram at the State Guest House, Aizawl.
Shri. Tawnluia, Dy. Chief Minister grace the event as Chief Guest. Two distinguished Guest of Honour - Shri Lalruatkima, Minister, Land Revenue & Settlement Department and MrRuolkhumlien Buhril, IAS, Secretary, Govt. of Indiaalso enriched the event with their warm presence.
Among other dignitaries who were present includes – Shri Hukum Singh Meena IAS, Jt Secretary, DoLR Delhi, Shri R. Lalramnghaka, IAS, Special Secretary, Govt. of Mizoram, Shri Dr. R.K Das, State Informatics Officer, NIC Mizoram, Shri K. Lalhmingmawia, Director, Land Revenue & Settlement Dept, Govt. of Mizoram, Officials from NIC Pune and NIC Delhi etc.
The event was also attended through video conferencing by Ms. Neeta Verma - DG, NIC Headquarter, officials from Department of Land Resources, New Delhi and NIC Pune from their respective locations.
The programme started with a warm welcome speech by Shri. R. Lalramnghaka, IAS, Special Secretary, Government of Mizoram.
The Deputy Chief Ministerhighlighted that the launching of National Generic Document Registration System will help overcome many obstacles and will aid tremendously in building and maintaining good governance in the state.
Land Revenue & Settlement Minister ShriLalruatkima also mentioned that NGDRS will help solved several land disputes which arises due to improper or lack of good registering system. He hope that this registering system will be an effective tools in implementing several development policies.
ShriRuolkhumlienBuhril, IAS, Secretary, Govt. of India indicated that implementing a single and uniform registration software throughout the country will benefit the government as well as the public. Land records computerization has advanced rapidly with 23 states completing 90% of records computerization. He congratulated Mizoram for implementing the new system and conveyed to extend support in the future.
Ms. Neeta Verma, DG, NIC Headquarter also congratulated Mizoram in this new achievement. She expressed her gratitude towards the support extended by Government of Mizoram and hoped that the new system will deliver its intended purpose. She also conveyed that NIC is always willing and ready to extend all necessary support.
Shri Dr. R.K Das, State Informatics Officer, NIC Mizoram gave a technical report. He highlighted that NGDRS is an open source application developed by NIC Pune and implemented in Mizoram in collaboration with the Directorate of Registration And Stamp, Government of Mizoram and NIC Mizoram.The development of the application follow the guidelines of Open Source Software Stack framed by Meity, Govt. of India. It is developed using PHP (CakePHP Framework) and PostgreSQL as database.The application is hosted at the National Data Centre, Delhi which is cloud enabled and managed by NIC, Govt. of India. At present, a VM (One each for Application and Database) with 16 Cores Processor and 32 GB RAM and 500 GB Hard disk space is allotted. More space will be allotted to the VM as soon as more Sub-Registrar Offices are implemented.Additional VM will be created to cater the requirements of the clients.Tape backup facility is also provided for the data. All the infrastructures, hardware and system software for managing the application are provided by NIC, free of cost.The application is deployed over TLS 1.2 which is an updated, more secure version of SSL. This technology secure an internet connection between the users and NGDRS server, safeguarding any sensitive data, preventing criminals from reading and modifying any information transferred.
NGDRS is initially implemented in Aizawl District Sub-Registrar office and will be subsequently extended to all other districts. Citizens can now submit their documents online and make appointment for document verification https://igrmizoram.nic.in.
