The State Government, through the Department of Social Justice and Empowerment has been providing Financial Assistance to the eligible residents of the State who are unable to sustain themselves from their own resources. Assistance provided in the form of monthly pension upto Rs. 1600/- per month to all 24.5 lacs beneficiaries who are enrolled under 9 Social Security Pension Schemes namely Old age, Widows, Disabled, Destitute Children, Ladli, Dwarf, Eunuch, Financial Assistance to Kashmiri Migrants & Mentally retarded non school going Children.
To streamline pension process, digitisation of all pension records completed at district level and hosted on central server with controlled and secured access to the Department officials for timely updation and processing of records for disbursement of pension benefits through respective 6067 PRIs and 89 Urban Local Bodies across the state. At the end of 2014, as per the decision of the Government, the Direct Benefit Transfer (DBT) was commenced by engaging 62 Banks, their BCAs, Post offices, m-Paisa Vodafone for opening and uploading of accounts of beneficiaries to pension database. Goal of account based DBT has been achieved by December 2015 across the state.
On success of account based DBT, the state government during 2016-17, in line with the DBT Mission of Government of India, commenced for Aadhaar Based DBT through NPCI. As more than 98% beneficiary’s Aadhaar (UID) numbers have been linked with digitized records. Prior to start Aadhaar based transactions it was also decided to get verify Aadhaar numbers. Therefore, Bulk Authorization of Aadhaar linked beneficiaries database was done through SeMT /UIDAI, it was found that around 91 thousand UID number were invalid and around 1.8 lacs beneficiaries having multiple occurrence of Aadhaar number due to uploading/typing human errors. It was necessary to get correct such Aadhaar numbers in beneficiaries’ records by arranging camps and beneficiary contact programmes at Block/ Municipal Committee and at District levels.
Therefore, the department of Social Justice & Empowerment arranged mass contact camps from 18-29 Sept. 2017. For seamless management of camps and to help the beneficiaries to check the status of their Aadhaar numbers and accordingly to reach in camps, a Mobile App has been developed, tested and hosted for all stake holders. This App. on entering of individuals’ pension ID gives pension status whether the pension has been sent to Bank/Post office or beneficiary has to reach in camp for verification of his/her Aadhaar number or Aadhaar has been verified or Aadhaar is not available for given pension ID.
