Chhattisgarh to have unique Identification of Land parcels. Revenue Secretary Launches ULPIN

On 23rd June 2021, Ms. Reeta Shandilya, Secretary, Revenue & Disaster Management, Govt. of Chhattisgarh launched the ULPIN (Unique Land Parcel Identification Number) utility for Chhattisgarh in the virtual presence of Shri Ajay Tirkey, Secretary, DoLR, Govt. of India, Shri Hukum Singh Meena, Addl. Secretary, DoLR, Govt. of India and Shri  D.C. Mishra, Dy. Director General, HoG, NIC and Shri Rajiv Goel, Sr. TD &HoD.

At the NIC Raipur VC studio along with the Secretary, Revenue,  Shri Bhuvnesh Yadav, IAS, Director Land Records, Chhattisgarh also graced the occasion.

Speaking on the occasion Mr. H.S.Meena, said that the Land Records department differed from others in that it had got a well defined structure of data hence it could be shared with other departments by bringing in  interoperability. Terming Chhattisgarh (CG) as one of the pioneers as far as progress of various components of Land Records is concerned, he expressed the hope that  it would keep up the good work.  The State Informatics Officer, Dr. Hota said that since 2004, the land records project in CG has crossed many milestones and launching of ULPIN was the latest giant leap forward which would enable interoperability with other sectors for better implementation of various schemes. He also congratulated and thanked Shri Rajiv Goel, STD & HoD and his team for this remarkable achievement of ULPIN implementation in CG.

Shri Y.V.S. Rao, Sr. TD and HoD, NIC-CG,  briefly presented incorporation of  ULPIN in CG Land Records project Bhuiyan.  He explained that an ULPIN could globally identify a Land parcel eliminating the need  to use the combination of village code and Khasra number. So ULPIN would be used for khasra selection also in BHUIYAN  much to the comfort of citizen and Patwaris.

Addressing on the occasion Ms. Reeta Shandilya, IAS, Secretary, Revenue & Disaster Management, Govt. of Chhattisgarh acknowledged that with the guidance of Land Resources department and the cooperation from NIC, ULPIN could be successfully implemented for 873 plots of one village in Chhattisgarh. The state would progress in this direction as more number of geo-referenced villages gets added to the list.

Shri Ajay Tirkey, Secretary DoLR congratulated the Secretary, Revenue and her team for the achievement. Praising that Chhattisgarh is extensively and aggressively doing well in implementation of all land records related schemes he expressed the confidence that the state would soon head the table and lead the country if it continued to push the boundaries.

Shri D.C. Mishra, DDG, NIC  added that Chhattisgarh is doing very well in the implementation of DILRMP components and suggested for close coordination between Land Records and Registration departments for  faster roll out of NGDRS project which is implemented on pilot at three SR offices in  CG for the past six months.  

Ms. Heena Netam, Jt. Commissioner, Land Records requested for some immediate  financial help from Centre  for setting up of much needed State Data Center in view of implementation of Swamitva Yojna also.

The programme was successfully coordinated by Shri Amit Dewangan, Sr. System Analyst, NIC-CG.
